A report released Friday by Missouri regulators appeared to suggest that Cape Girardeau, not Sugar Creek, may be the best site for a new casino.
The study prepared for the Missouri Gaming Commission compared three proposed casino projects in Cape Girardeau, Sugar Creek and St. Louis.

The Sugar Creek proposal finished third in the scenarios estimating results in those categories, as well as in the number of new jobs.
“Obviously they focused on just the casinos themselves, but our plan was never just a casino,” said Sugar Creek Mayor Stan Salva.
“Our proposal purposely was for a destination resort that was going to bring great economic development to the entire community of eastern Jackson County,” he said.
The report, prepared by researchers in the state’s economic development department, detailed how the commission placed all of the applicants’ positive estimates regarding revenues and taxes in context with the estimated effect of those projects upon existing Missouri casinos. Although the report considered the Cape Girardeau project the smallest in size, it also took “the least amount of revenue from existing casinos.”
Cape Girardeau is in southeast Missouri, on the Mississippi River. The nearest state casino to it is in Caruthersville, about 85 miles south.
In contrast, the report said, the Sugar Creek proposal finished third in the report’s revenues, taxes and new employment scenarios “due to the large amount of cannibalization it would have on existing Missouri casinos clustered in Kansas City.”
Sugar Creek representatives have proposed a $107 million facility on the south bank of the Missouri River, east of Missouri 291. They also have described a second phase — estimated to cost $300 million — that would include an equestrian arena with stables, as well as movie theaters, a 400-room hotel and convention space.
A gaming license became available this year after a gaming company agreed to surrender its license at a downtown St. Louis casino.
