Ohio's newly appointed casino regulators won't have much time to hammer out the fine points of rules governing the four future gambling sites.

The Casino Control Commission had its first meeting yesterday, going over such mundane business as the rules governing its meetings, public records and possible conflicts of interest among Casino Control Commission members.

The seven-member

panel will quickly jump into its real business: crafting the regulatory structure over casinos in Columbus, Cleveland, Cincinnati and Toledo that could begin to open next year.

Under the constitutional amendment that is bringing the casinos to Ohio, the rules must be final by March 10.

Practically speaking, that means the commission will have to finish its work by Jan. 11 and hand off its proposals to a legislative panel that has the final say, said Charles R. "Rocky" Saxbe, chairman of the new commission.

There could be one political hurdle.

Saxbe and the six other members of the panel were named by Gov. Ted Strickland, who is facing a tough re-election battle with Republican challenger John Kasich.

Saxbe and the other commission members are subject to confirmation by the Republican-led Senate, which could reject the Strickland nominees if Kasich wins (or even if he doesn't).
