BOSTON (AP) — The state gambling commission is wrestling with the question of whether the Suffolk Downs racetrack can continue with bid to open a resort casino despite losing a referendum in East Boston.

Revere Mayor Dan Rizzo and a Suffolk Downs executive urged the five-member panel on Wednesday to allow an application for a casino that would be located entirely in Revere, where voters approved the proposed casino.
Rizzo said the host community agreement that his city signed with Suffolk Downs allowed for expansion of the project.
But representatives of No Eastie Casino said the Nov. 5 ballot questions clearly stated that positive votes were needed in both East Boston and Revere for the project to go forward.
The commission made no final decision, saying it needed to study the matter further.
Suffolk Downs hopes to apply for the state’s eastern Massachusetts resort casino license.
