The Philadelphia group that got its casino license revoked last month has filed paperwork asking for another chance. Now the group says it has a sound plan to build the city's second casino in South Philadelphia.

Steve Cozen, an attorney for the group, says financing is in place and construction could begin. "We're ready to go and we can have this up and running in 20 months time or the alternative is we will pursue our appellate rights which we have the right to do because we feel the revocation was improper and we can be in that process for the next few years," said Cozen.
Cozen says the investors including Caesar's Entertainment are fully committed to the casino that could bring 1,000 full time and 650 construction jobs to Philadelphia.
The gaming control board has 30 days to decide whether to hear the petition.
