The project's backers and partner Caesars Entertainment had worked for weeks to assemble new financing, ownership and design plans.
Investors first won a license four years ago, but the project stalled amid local opposition and the recession.
Philadelphia this year became the largest U.S. city with a gambling hall when the SugarHouse casino opened.
