The fugitive who stole a police car while handcuffed and drove off steering with his knees was recaptured early Thursday morning in Uncasville, Conn., hometown of the Mohegan Sun casino, the New York police said. The fugitive, Jose Rodriguez, 27, was arrested “without

incident” at 3:18 a.m., the police said, after 14 hours and at least 120 miles of freedom. No further information was immediately available.

Mr. Rodriguez was arrested initially Wednesday afternoon in Fort Lee, N.J., in connection with a shooting in the Bronx and parole violations. He was placed in the back of a squad car in cuffs and leg irons. While officers were searching his vehicle, he slipped into the front seat of the squad car, sped off and abandoned it five miles away, setting off a multistate manhunt.
