TOPEKA, Kan. (AP) - The Kansas House is refusing to debate a bill aimed at attracting a casino to the state's southeast corner.

The vote Monday was 71-51 against pulling the measure from the House Federal and State Affairs Committee, where it hasn't had a hearing.

The bill is sponsored by

Democratic Reps. Bob Grant, of Cherokee, and Doug Gatewood, of Columbus. They want to rewrite a 2007 state law allowing state-owned casinos.

That law permits a casino in Crawford or Cherokee counties, but it requires the developer building it for the Kansas Lottery to invest at least $225 million. Some lawmakers say that figure has scared off potential developers. The bill would drop it to $100 million.

But some members of the House's Republican majority are wary of state-owned casinos.er
