The gaming board says a 19-year-old woman played slot machines for 12 minutes on April 17. The jockey, also a 19-year-old female, played slot machines for 25 minutes on May 13.

Spokesman Richard McGarvey says the gaming board regulates casinos, where players must be at least 21. He says the Department of Agriculture regulates race tracks, where the legal gambling age is 18.

The underage gamblers are identified only by their initials in gaming board documents.
